A spin off and Float of MCL achieves the same purpose as a CR. That is far more likely than a simple CR as it eventually will create value, as MCL will fly in due course, and QBL will still maintain it's financial interest.
It could be that if in the future MCL SP goes up 20%, then QBL SP goes up 11% approx.
Just an opinion, as I have no specific information.
