Mate - anyone can make an 'announcement' which sounds positive, but as has been pointed out many times, making an 'announcement' which is highly conditional - due diligence, finance, chinese factors - etc, should be perceived as misleading at best - especially when they follow one another just before a capital raising is required. They don't 'fall through' - they just had zero chance of happening in the first place.
