government knows that if a nursing home is shut down there is nowhere for the existing residents to go to. nursing homes have waiting lists. the operators know this and so when the government places a home on sanctions the operators are then given time to comply. the cracks are papered over and the home is given the all clear. then when the next audit comes along they go through the whole process again. so in the end nothing really changes. I've witnessed it when my wife worked in nursing homes. there is a fundamental difference in what the government and public wants, and what the operators want.
