Please note the time frame within each box. Suprised? TOR was approved in late November/early December last year, which was about 4 months after the first community consultation. And then there is 9-15 months for EIS preparation.
A draft EIS will need to be submitted for review with the TOR first. If things turn out OK, then it will be printed and released for public comment. I take it that Boulder is currently at this stage.
EIS is certainly no childs play in this country.
