Am in total agreement with you about the fire ant issue. I live south of Logan in an area which is undergoing massive amounts of growth and development (still can't sell my fire ant free 5 acres - bugger).
These areas before they are developed have no fire ants. What the developers seem to do is clear the land, take away the topsoil store it and then later return with the topsoil with fire ants.
Why don't the fire ant people kill the ants where the developers store the top soil? I have complained to some of the fire ant workers and they reckon it is the fault of the tradies who do not wash their vehicles before they leave the area and carry the ants from place to place.
There is a development south of me called The Rise. No fire ants before they developed it. Once it got established the fire ant people were all over it spotting the ants nests. If they have been through the area once they have been through it a dozen times over the last couple of years, still fire ants.
A new development Sequana - again in an area with no fire ants before they started, and again the fire ant people have been through the area time and time again - fire ants everywhere. Their most recent visit resulted in a sea of red flags identifying ants nests. The flags went off the new estate and on to the new roundabout on the main road and up and down the road. Probably people using the roundabout are picking up the fire ants and taking them home for a new area to be infested.
Slug the developers. If there are no fire ants on the site before the development, but appear after the development, sue the developer. They will soon ensure all workers vehicles entering the site are fire ant free if the penalty is severe enough.
Yes I agree with you - a total shambles. And I agree, a career position for workers in the field. Like you I have seen them come into an area walk around aimlessly for a while, in no fixed pattern, and then go back to the car and either fill out forms or discuss it for half an hour.
There seems to be no proper plan for the eradication of the fire ants. The only plan they have is to kill them when somebody complains about them at a specific site, not prevent them from spreading or containment. Sadly it seems that even when they know the ants are in the area they can't kill them off which is why I see the ant eradication people return to the same site over and over and over again!!

Tell me any problem that a bureaucrat has ever solved they do not have the practical work experience to do what's required, once they are out of their A/C office they are lost
Only the practical people on the ground can fix the problem when they are given support and authority
