The QLD government may have requested a quid pro quo in return for their assistance though, just as the DoD did with Ellume. The 1.4M presumably came with some strings that we have yet to pay off, and if QLD are proposing to provide additional assistance to beef up the manufacturing capability even further we can expect the same again. Mind you, not a hardship as a decent guaranteed supply contract to the QLD Govt will really make life a lot simpler for AnteoTech even if it requires we supply at mates rates. We probably can't expect a similar bun from the other states but the Feds might be a different matter. 16B slush fund wasn't it?
