Why do firefighters have to do it in the first case might be a better question. Professional firefighter might take take a few minutes off, in the middle of responding, to fiddle a kid? Check 'em all, that solves that? Perhaps no-one can go on the street without their own blue card in their pocket? That will keep them safe. Only cost a few hundred million, and a new tribe of public servants added to the clan, and "no child shall live in fear of paedophilia", cause we know who they are and everyone else is fine.
And perhaps some simple rules about how to touch, grab, and then haul a frightened child to safety?
That could keep another 20 or so employed for two or three years!!!! You know, just to keep life and death situations appropriate!!
