I suggest that every man and women plus child over the age of 16 years in Australia should get a Blue Card.
Why not?
Surely when a man or women goes to the shopping centre for groceries, or catches a bus there would be children there.
Everybody who catches a train or goes to beach should have a Blue Card, maybe some children will be around. The ice cream seller should have a Blue Card too, he will definitely come close to children.
Australia has become the most over-governed, bureaucratic place in the world.
