You are seeing FAR more in those diary entries than is actually there. It is a mirage.
Ministers have meetings every day - they have revolving doors. There was likely some discussions prior to the 15 Jul announcement e.g. informing the local member re support for the project. But what else? The meetings with NAIF staff could be on anything and would have nothing to do with the announcement the following day. It is the NAIF that requires endorsement from the State Gov - not the other way around!
Besides, the meetings were much more likely to do with the announcement 2 days later that NAIF would be extended a further 5 years.
