Umm not really.
The real measure of a State's debt is it's Nett Debt!
Gross debt minus gross assets equals nett debt (or surplus but no Australian state or the country has been in that position since Howard lost government to Rudd.
At that point in time the commonwealth nett debt was actually in a surplus position.
None of us alive now will ever see that again imo.
