some trials have been made with boot camps and Aboriginal groups bringing kids back to culture and both these have shown small samples benefit from such interventions. but these trials have not been made standard management. Govts often go for what is cheapest rather than what is best.
"a youth criminal issue in this country like never before". ..... forgive me buddy but I doubt you've done much research into youth crime. look back at ancient cultures and you can see the same problems, often in greater numbers, in most eras and locations.
