The original terms of reference for the Independent Scientific Panel on UCG are here-

My understanding is that the timings for the final report have been extended for an additional year. This means the trial companies (now only LNC & CNX) will submit their final details in June/July 2012 with the final ISP Report around Sept 2012 and the Qld Govt setting out their policy for UCG around Dec 2012.

While I'm sure they made this extension I can't find a reference.
