    Because we have debt for 1st phase - which is CAPEX of $2b right now, until the company provide an updated CAPEX (I personally suspect ~1.7B)
    Second and third phase are also costly.

    When the company starts making money, it's not instant profits. They have to pay down debt, have OPEX and have to leave cash for future projects.

    I also wouldn't say it's a pointless hold, but each to their own.
