It doesn't really matter what they do as Indo and China will never have access to supplying minerals that qualify for the Inflation reduction act and they will never have a free trade agreement with the US. As it stands the battery source portion of the tax benefit is $3750 USD per vehicle. With 30% of the battery being nickel at about 50kg (tesla) that works out to be a $21000 USD per ton of nickel tax incentive to source from the few suppliers that qualify.
