    12 - 18 months (18 months with delays) is pretty standard

    that’s what has occurred for the projects that have been built in the last few years

    for it to go to 2 years

    means serious stuff ups have happened

    based on the fact the management has been so efficient and effective

    I would lean to it being done in 12 - 15 months
