I guess in the end it didn't matter as majority voted for. I was just surprised that a councillor couldn't even be bothered to read the report (for a project of significance) AND then had power to vote on the subject she clearly knew absolutely nothing about. I would expect (maybe naively) that the people making decisions in parliament would at least be educted enough to make informed decisions.. I have no doubt if the report subject was "review of politicians pensions", she would've found the time to read it.
