Completely agree. I think the AFS had to be released when it was but they knew the capex hurdles and have been working on savings / value options since the initial delay. The KBR performance guarantee is one important part of this.
I think the team made the call to release what they had confirmed at that time but I am confident we will start to hear some of the progress being achieved over the next few months.

SG will deliver this below below budget and ahead of time so they can gear up for phase 2 and provide GM the product they need.
