5 years training is not enough .
It have to start from schools. Education.
N after education, the educated might want to go france N not come back.
So it is a chicken or egg problem.
Made it 10 years b4, NC can even look at to built a plant in NC.
But look, They have been digging Ni ore for last 150 years.
but if QPM, plant is running.
To sent NC people for 1 or 2 years onn job training should be easy.
