Looks to me like the QLD Government is throwing its weight behind QPM in whatever way they can in order to assist QPM secure financing.
Personally I think the remaining funding will come from S.Korea and SMT.
I also understand QPM management is VERY mindful of dilution and working towards an optimal Capital Structure that will have minimal impact on shareholders in that regard. Having said that, I would also not be surprised if any small equity component is done to and for strategic parties/reasons (those with vested interest and long term objectives).
