It's as far as they need to go in order to prove the technology. Anything smaller than 40um isn't necessary to prove the technology down to 10um as it fits inside the proverbial quantum envelope. Anything that will work at 40 will work at 10 other than it costs an exponentially more to design, engineer and manufacture at the fab. 4DS isn't interested in that level of spending because that's not what we do.
A more simple analogy would be if we were in the exotic metals industry and have a patented recipe for a super alloy that makes lighter, faster, more durable and economical jet engines. We would do all the testing and even build a small engine to prove what the alloy can do, but we're not going to design or build new engines. We'll let Rolls Royce do that. Rolls Royce could always come back and say prove it works on the Trent 900 but then GE, Engine Alliance, Honeywell, P&W, Williams or any number of other manufacturers from all over the world could rock up and say "we'll take it now"..
That would be exactly our parallel..
