The USA military has several laws in place that does not allow the military to profit from intellectual property developed & must give it to private companies (& or joint ventures ?) to commercialise. Or something like that. Do your own research.
Early computer software (DOS ?) was 1st developed by US military & then some intelligent groups including Bill Gates (Microsoft) & Steve Jobs (Apple) took it to the general public, etc.
Ideally, US Military would pay good money to keep some details of military applications under development secret - until a clear military advantage was gained. Military development, govt R&D or space exploration applications of technology usually tends to lead to more diverse applications in the future.
