I think its more that these agencies are not going to wait for the advent of quantum computers but more acting from the realisation that such technologies will exist in the future and so are having to shift to quantum encryption in the shorter term because classically encrypted info can be stored for later decrytion, even if years down the track....so if you want to keep your data secret long term you need this technology now...

as for how big the market? well they want to eventually build a world wide network on this technology, obviously a while away, but it sounds like a big market to me... especially when you need an encryptor every 100km??
