Context: Only a small number of punters in recent weeks, let's call them new punters, have a true cost base of 9c that can effect a transaction like this.. Unlike long termers that get offered a discount (to average down) as a 'benefit'. A bit like paying a premium at he checkout in return for 'Rewards, of which have an average cost way higher than the newbie. Gotta keep delivering coolade to the LT holders.
