I definitely prefer to be in Cal's league then in yours.
The only reason LCY will write it off is if it gets benefit from HAW in one way or another.
I'm not an accountant but doing it this way may just be a better and cheaper way (from tax point of view) for both parties.
Zero chance of HAW getting away with not paying it.
LCY is not a charity.
