My interpretation is there will be a shortlist of "prospective strategic partners/investors " that will be "introduced...to the project".

Following on, one of these will then become the partner/investor that best suits the project.

But then again the singular use of partner could be a typo, and perhaps there could be multiple partners depending on their investment focus i.e construction, product off-take, financing, all etc.

I have little experience in these types of dealings, so it's only my literal interpretation of the report, and I did like what I read.

They have a way to go but the planets seem to be aligning in my view.
