Loki , I think to be prudent OEL will raise more cash , generally if you miss a 'cash-call' you lose the permit interest...but I would bow to Mining Nuts superior opinion on this as I know he is probably the best informed of players in this sector (on HC) and follows this closer than me.
As far as dropping % of permits goes .... it generally detracts from appeal to farminees and is done as a 'last course of action' to appease the local NOC or Govt dept.
CVN ... like it alot. Good management , low overheads , rising production , and excellent prospectivity in Thailand and the NWS... have done well out of CVN from sub 10c although out for now but holding plenty of her 'little sister' RIA/O.
