If the issue is minor, then why 300t and not 3000t in current 1/4?
Lack of sales is the only explanation IMO, and as the majority of the kg volume is easy to validate (quality wise) CE / LA then these should be being pumped out for all they are worth.
The 7 month validation elements are the PR / DY which represent much smaller volumes. Unless LYC are deliberately holding back production until these higher value REE are validated - that would be a risk.
I guess there could be one other explanation and that could be some restrictions on production due to waste exports. That would be worse than lack of sales, but one does not know.
