how can it be lack of sales? when they have started that contracts have been written up for all of 11kt??
perhaps they are seeking some sort of approval still for waste and waiting for the approval from maelb etc but i doubt it, they could easily stockpile then bump it all off when contracts for the byproduct has been taken up.
