Maybe they are so pi$$ed off with WPL that they want to be the operator in Guyane. Could keep 40% and still be operator with 2 JV partners.
Any planning they do will put them in a better position to negotiate with potential partners as it allows them more flexibility to increase or decrease the risk reward equation in response to offers. It also shows they are serious about keeping things moving as they have demonstrated as operator in Uganda.
