if you had followed the story closely, you would already know that most of it is already paid for, as well as that, SinoSteel took a nice share allocation in lieu of payment for many of the components & spares, they have also just taken shares at $4.50 in lieu of pmt for the complete 22MW power station, installation and maintenance for 12 months as well as part pmt for the erection of the processing plant. CDU have the funds to pay the balance owing on the plant & engineering.
