Dott obviously "in the bag'' means negotiations have been concluded, there's a handshake deal but no docs have yet been signed.
They have always been very careful to say that no land purchase contract would be signed without sales contracts in place so to omit it as a condition would be one helluva BIG mistake - which is why I don't believe its a mistake.
I believe the deals have been done. All that's left is the actual signing of the contracts.
