Don't panic about the stockpiles. The strip ratio is always higher at startup.
LM3 Pit
Overburden - Used for construction of infrastructure.
Roads, ROM Pad etc.
LM1 Pit
Overburden - concrete, road base, earthworks and waste dumps.
There will still be a substantial volume of waste material required to build the TSF (tailings storage facility)
When the TSF is built processing can start from the wet plant. Until then DSO (or dry plant).
There is almost always a high ratio of overburden(waste) to ore in initial mining excavations. At a rate of 40,000 tpd they would be moving 14.6 Mtpa so well above 3 Mtpa for ore requirements.
