"Apparently the market cap of RVR isn't substantial enough to exploit the high grade gold discovery, "

The MC is irrelevant, any development costs will come from , current cash, the $10m facility and cash flow and that is more than adequate to bring some of the low hanging fruit at Hillgrove into production, the plant is already there and needs relative small expenditure for a gravity circuit etc..the waste pit doesn't need much more than a loader and a truck and there should be enough in the waste pit to keep the plant going for about a year .

FAR West was bought into production through cash flow and depending how quickly they want to develop Liontown it could probably be done largely from cash flow as well and that cashflow should be enhanced by Hillgrove first.

The major drawback for RVR is it is a very small operation and will never have the economics of scale but its profitable now and if the commodities it sells can remain where they are or increase it will do fine IMO
