As I have said before the Shares on issue is not the problem, funding is....you will find a lot of exploration companies issue a lot of shares (funding their exploration) and once in production consolidate the share register...
You asked me to name another company with the same amount of shares as SDL....
Atlas IO as an one example has 9.2 Billion shares on issue...
