Hello Goofy, I was thinking about joint venture whereby the incoming party pays 100% of the costs of setting up a processing facility in return for a negotiated share of the profits; with capital being repaid at any agreed tate. Such a facility could be focussed on those rare earth elements of interest. I have negotiated several JV's of this type during my working time in developed countries and this model is used to finance mine development for cash poor junior partners like the BEE percentage in South Africa.
Would a replacement for your option 4 be to dump the residue in international waters at sea.
