Not far from the Lynas plant was once the largest underground coal mine in the world .Malaysia has been for over a hundred years a significant miner ,the country has made a huge part of it's wealth through it, it is full of mines, I would think there are many large mined "holes ", land reclamation projects ,road base /earth works etc that could use the "fill " in case there is not enough use of condisoil ? Talk of dumping at sea and shipping back perfectly good fill is about as illogical an idea as it gets . imho.
