Read 2nd dot point under subheading FINANCIAL as per my post above.
"Non-operational" issues is most likely resolving once of for all the fake corruption accusations by conflicted landowners and their relatives in position of power of the various departments involved in the investigations. No doubt they'll all still want to be paid a "service fee" to make it go away
