While I agree that cash flow would see the company's share price rise substantially, I don't believe that the company was trying to "talk up" the share price in the announcement. They were merely letting shareholders know that despite having only a few quarters of cash left, they are not yet going to raise capital because the share price is still low and it would cause undue dilution to existing shareholder value.
They gave us the biggest hint ever here: "MATERIAL TRANSACTIONS are IN PROGRESS which are not reflected in the current SHARE PRICE". IE - when whatever is happening behind the scenes is made public, the share price is expected to rise and they will do a capital raising then, if they need to.
That's how I'm reading it anyway.
