IMHO the company gives best case scenarios, they do include an element of risk and delays. In my experience they are rarely delivered according to plan either just under or blown out due to unforeseen third party involvement. How could they possibly take into account problems that arise within related contracting companies, (anything from a sick secretary to an executive funnelling cash of to support his bigamist second family) there are always unknowns and anomalies.
