I had word back late today from my friend with the Iranian contact. He said that the article may be saying that there is a domestic legal obligation to tender the plant. The implication would be that MZC would not be assured of success but would have to win it in a proper tender. Of course no party could conduct the mine and plant without MZC's intellectual property. So even if a tender were held and it was allocated to a fully domestic party that party would have to work with MZC in some form. Sounds like a means of pandering to domestic perception and law whilst achieving the goal.
Hopefully we'll have something to clear this innuendo on Monday from UCL board after their meeting today in London.
