If most of the terms are agreed upon and it came down to EPC pricing, it can be done.
In many instances this is common, just like newspapers writing 2 articles to account for which sporting team may win a grand final, team A or team B, and then publishing the winner immediately after the game.
You're assuming management have always done things most efficiently which is hardly the case.
