For meridian they had to lock in both ends at once to secure funding, so they needed to sign so they could secure funding for the other end.
As for the others, I assume a higher EPC price would reflect in the tolling price? I'm not sure tbh, but they were very clear at the AGM that the EPC was a gating issue for BTAs to be signed.
