ok i see the bracks issue ... they spent all there other money on putting up speed cameras ... and now hardly any one speeds in fear of going 3km over ... or housing slows and they are to highly attached to stamp duty on property sales ... or just employ cra p accountants who can't work out how to borrow $1.5b and repay it over 30 years ( I'm sure the feds would have lent them the money ... and forgivin it if liberals got in @ state level)
