Not only a clean out of pen pushers, but a realignment of resources to employ more police, paramedics, nurses and teachers is required (and supporting them in their work once employed).

Besides, there will be many long term pen pushers who will be more than happy to exit stage right with a nice termination package. Campbell Newman was quite a while ago, and I doubt many (possibly any) have been given an opportunity to exit with a package since.
