What they and their small minds mean is that in order to generate power all turbines have to be grid tied, just like any PV inverter. Often that base load supply is from a coal or gas fired power station but it can just as easily be hydro or in times of crisis when all the main units have tripped due to a major fault then the system initiation and firming can be performed for a short while by a big battery allowing the wind turbines and PV systems to produce.
