I lived at Walungurru ( Kintore) for 13 years, ran the school there, so i know Anangu people in the region. The royalties are paid to TOs of the particular land owners, so the well currently in production generates royalties that go to families associated with the Neuman outstation to the East of Kintore. This system of payments encourages exploration because each family group want drilling on their traditional country so they get royalties. I am surprised to read that land access has been a problem on occasion for CTP, if correct that would probably be due to the Central Land Council rather than the TOs. The TOs are very much in favour of CTP and know quite a lot about the exploration as they need to be consulted.
