Is anybody as confused as I am about the recent announcement regarding the JJV parties?

I was given this stock as a "tip" about a month ago and after a bit of research I thought the project looked good and was considering making an entry into the stock. But this last announcement seems as clear as mud to me regarding both parties joining into the deal. I'm not convinced that the second party is putting cash into the deal although it says it will "support" the project.

Any thoughts? Until I get a bit of clarity, I think I'll stay on the sidelines.
