Regardless of whether you are first on the bid ,the cross trade will occur when the broker is allowed to trade between his/her two clients in order to expedite the cross trade.
IE: The broker has client A who wishes to buy 100k @ 17 The same broker has a client wishing to sell 100k @17 which effectively allows them to do a swap/trade
ie: cross trade which effectively cancels you out of the equation at that point of time regardless.
