The way I read the reports is there is more than enough ore to go through the plant and they are finding loads more gold in new deposits that needs to get to Jorc. Some of this ore may need a CIL if they choose to process it. They have been running a large exploration program and it wouldnt surprise me if they find another deposit that has the same setup requirement as the plant set up right now. We may add a CIL later but it wont be till 2020 imo. Till then id just call the stock movements manipulation and if you see value you should top up or wait , who knows ?
