I got in contact with Citi and they did verify that they were off the market deliberately. Apparently in these cases they are only obliged to buy back those that they had previously written, they are not under obligation to write more.
One thing that you can take from that is that they don't have access to enough A2M stock to short as cover for writing any more new warrants - as if they did its free money to them to keep writing.
